Council Holds Public Hearing on Sewer, Stormwater Utility Fees
December 16, 2025 — At the December 15, 2025, meeting of the Wilsonville City Council, during a public hearing, the Council heard input from community members on a proposed increase to the sewer and stormwater utility fees paid to the City by residents and business operators in order to fund several infrastructure improvements that support these critical systems.
Recent updates to the Wastewater Treatment Plant Master Plan and Stormwater Master Plan identified about $230 million in new capital projects needed over the next five to 20 years to meet projected growth, maintain and/or replace failing systems, and meet regulatory requirements.
Subsequently, a Sewer and Stormwater Rate Review recommended implementing a multi-year fee schedule. Councilors posed questions about the approach, timing, and possible alternatives to staff in addition to hearing extensive public testimony. City Council continued the public hearing to the February 2, 2026 meeting at 7:00pm.
“I want residents to know this Council is committed to listening, doing the necessary work, and making the most responsible decisions we can in a difficult economic environment,” said Mayor Shawn O’Neil at the beginning of the meeting.
As required by the City’s franchise agreement with Republic Services, the Council adopted a 2026 rate schedule for the collection and disposal of solid waste, recyclables, organics, and other materials. Despite a cost of service increase that is necessary for the City to provide Republic Services with a projected operating margin of 10%, Wilsonville will maintain the lowest residential collection rates the region. For typical 35-gallon residential service, residents should expect to pay about $2 more per month when rates become effective in January.
The Council approved a $350,000 contract with Andersen Pacific., Inc. to design, build, and install a new operating system for the Town Center Park water feature. The project replaces an aging system that frequently makes the feature unavailable for public use and requires significant staff maintenance hours. The new water feature will be open for summer 2026.
To advance an upcoming project to replace a failed backup ultraviolet (UV) disinfection system at the City’s Wastewater Treatment Plant, the Council approved the sole source selection of Trojan Technologies to supply the new system. This action is to simplify the design and lock in the purchase price in advance of soliciting construction bids.
The Council also authorized a $1.7 million agreement with WSP USA, Inc. to remove and replace failing stormwater infrastructure on Miley Road, which drains a significant portion of the Charbonneau community. More than 4,000 feet of storm sewer main is to be replaced to provide an accessible, maintainable system that alleviates the risk of costly repairs and property damage due to pipe collapse.
To meet requirements established in the City Charter, Council appointed current City Manager Bryan Cosgrove as City Manager Pro Tem, effective January 1, for a period of up to three months while Council completes the recruitment process for his successor. This action ensures that Cosgrove can facilitate the advancement of the 2026-27 fiscal year budget process and support an efficient transition of staff leadership.
The Council renewed the City’s employment agreement with Municipal Court Judge Fred Weinhouse for a period of two years, through Dec. 2027.
Additionally, it adopted an amendment to the contract of City Attorney Amanda Guile-Hinman to fund the cost of maintaining her Washington State Bar license while she serves as legal counsel for the City of Wilsonville in a federal case (King County, Wash., et al v. Turner, et al) before the US District Court for the District of Western Washington.
During Mayor’s Business, Mayor Shawn O’Neil recommended the appointment of 21 individuals to City boards and commissions; all of the following appointments were confirmed by a vote of the City Council (R = reappointment of existing committee member):

During Communications, members of the City’s Community Development staff received recognition from the City Council for earning a Project of the Year Award from the Oregon chapter of the American Public Works Association. The award recognizes the Boeckman Road Corridor Improvement Program, a series of improvements that includes the new Boeckman Bridge.
At the work session held prior to the meeting, Planning staff provided an update and sought Council feedback on aligning the City’s residential development review processes with new requirements in State statute. The Housing Statutory Compliance project would develop a clear and predictable review process for residential development that maintains responsiveness for applicants.
In support of the City Council’s two-year public safety goal, Legal staff sought the Council’s feedback on draft updates to the City’s parking regulations that would address public health, safety, welfare, and livability issues of concern to community members by establishing time limits for parked cars and/or a permit program for recreational vehicles (RVs).
The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Jan. 5, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
