City Council Schedules Hearing on Aurora State Airport Expansion, Approves Changes to City Code

November 7, 2018 — At its Nov. 5, 2018, meeting, the Wilsonville City Council voted to hold a public hearing at City Hall at 7 pm on Tuesday, Nov. 27, on the proposed $37 million expansion of the Aurora State Airport. Council members indicated that the public hearing would be the only public comment opportunity on the proposed project by the Oregon Aviation Department prior to a Dec. 12-14 state legislative Joint Emergency Board approval.

In other business, Council adopted, on second reading, amendments to Wilsonville City Code related to the City’s transit payroll tax, plumbing specialty code and residential specialty code, correcting inaccuracies and outdated references.

A public hearing to consider the Boones Ferry Park Master Plan was continued to Dec. 17. The plan is scheduled for consideration by the Planning Commission on Nov. 14.

During Mayor’s Business, Mayor Tim Knapp detailed his involvement at recent public meetings, and read a letter from the Mayor of Kitakata, Japan, thanking the City for the hospitality shown to a visiting 12-member delegation from Wilsonville’s sister city this summer.

During City Manager’s Business, Bryan Cosgrove updated the Council on a meeting among City staff, Wilsonville Police and Memorial Park neighbors to discuss immediate and longer-term actions to increase public safety within the park.

During Communications, Chief Deric Weiss of Tualatin Valley Fire & Rescue presented an annual report on the special district that provides firefighting and EMT services in Wilsonville.

At work session prior to the meeting, telecom and IT engineering expert Jonathan Kramer discussed new regulations, restrictions and limitations on City authority relevant to the eventual deployment of 5G wireless technologies, which improve speed and data transmittal, but require many more shorter range antennas.

City staff provided details of a draft of the Signage and Wayfinding Plan, including a preferred design concept and implementation schedule for attractive, cohesive city signage that captures local character and aides residents and visitors traveling through Wilsonville.

Wilsonville Town Center planners shared the results of a recent feasibility analysis for the long-term project to strategically create a vibrant mixed-use district in the heart of Wilsonville.

Staff also addressed with Council possible updates to Sewer and Water System Development Charges that account for changes in the City’s infrastructure as well as funding strategies to support the construction of Garden Acres Road within the Coffee Creek Urban Renewal Area.
